Education, language policy and language use in the Philippines

Abstract
The roles of language policy and language practice and use in education have been regarded to influence the efficacy of teaching and learning in the school setting. With the rise of globalisation and internationalisation of services in education, the objective of producing manpower that is equipped to the demands of the knowledge-based economy has realigned government policies worldwide to put education at the forefront of its development plans. From the rise of English language as ‘the’ language for globalisation calls for a more inclusive and locally- oriented mother-tongue based multilingual education (MTB-MLE), this article will discuss broadly the dynamics of language, access and influence, and will look at the Philippines as a country case study of explicit and implicit declarations in language policy and use, as affecting the education sector, and access to the labour market.

菲律宾的教育、语言政策与语言应用
语言政策和语言实践与应用在教育领域里所扮演的角色对于学校教学具有重要影响。随着教育服务全球化与国际化日益明显,各国政府都将教育摆在发展规划的前沿以培养知识经济所需要的人才。自英语崛起成为“全球化的语言”,便有一种强烈的呼声,即以更具包容性和本土性的,以母语为基础的多语言教育。本论文将讨论语言的多元作用及其与社会的连接及影响,并以菲律宾为国别案例,讨论其在语言政策与应用上显性及隐性的声明如何对教育领域和劳动力市场构成影响。

Klerigo, lingvopolitiko kaj lingvouzo en Filipinoj
La roloj de lingvopolitiko kaj lingvaj praktiko kaj uz enedukado influas la efikecon de instruado kaj lernado en la lerneja medio. Pro la kresko de tutmondigo kaj internaciigo de edukaj servoj, la celo de produktado de homaj fortoj ekipitaj laŭ la postuloj de sciobazita ekonomio reordigis registarajn politikojn tutmonde, metante edukadon en la avangardon de evoluigaj planoj. Ekde la kresko de la angla lingvo kiel “la” lingvo de tutmondiĝo, venis ankaŭ pledoj por pli inkluziva kaj loke orientita multlingva edukado surbaze de la patrina lingvo (angle: MTB-MLE). La nuna artikolo larĝe konsideras la dinamikon de lingvo, aliro kaj influo, kaj rigardas al Filipinoj kiel al landa kazostudo de eksplicitaj kaj implicitaj deklaroj de lingvopolitiko kaj lingvouzo, kiel tiuj havas efikon je la eduka sektoro kaj je aliro al la labormerkato.
