Language policy and planning in Nigeria
Moving beyond rhetoric

Abstract
Language planning and policy has been a recurring topic among Nigerian educators. Although the Nigerian National Policy on Education stipulates multilingual education, such provision has remained an object of criticism, rejection, and is therefore not implemented. While some of the issues often raised as hindering its implementation are well-founded, there is also a lack of political will to champion the course of language planning and policy implementation. Meanwhile the government’s intention has been to make the policy receive public acceptance; yet, it has failed to address some of the recurring problems that hinder the achievement of such goal, to the detriment of both the educational and public sectors. This article looks at the dynamics of language planning and policy in Nigeria and why the government must match her rhetoric with action by paying attention to the major issues that hinder the realisation of multilingual education in the country to enhance development.

Gọọmentị bu n’obi ka e mee atụmatụ a ka ọbụrụ nke ọhanaeze nabatara, n’agbanyeghị nke a, ọ kpụrụ afọ n’ala n’ iwebatakwa ihe ndị ahụ ga-eme ka e nwee ọganihu n’ atụmatu a nke bụ ọgbatauhie nye agụm akwụkwọ na ọha obodo. Edemede a lebara anya na ndị na-atụpụta atụmatụ n’ihe gbasara asụsụ na ka o si dị mkpa na gọọmentị ga-eme ihe ha kwesịrị ime ghara ịbụ ndị ekwu ọzọ, eme ọzọ. Ka ha gbado ụkwụ n’okwu sekpu ntị nke na-adọghachi atụmatụ a azụ ka e wee nwee ọganihu.
Resumo
Lingvaj planado kaj politiko jam konsistigas ripetan tagorderon inter niĝeriaj edukistoj. Kvankam la Niĝeria Nacia Politiko pri Edukado stipulas multlingvan edukadon, tiu provizaĵo renkontis kritikojn kaj malakceptojn kaj sekve ne realiĝis. Dum iuj el la demandoj levitaj kiel obstakloj al ĝia realigo havas bonan bazon, ankaŭ temas pri manko de politika volo por gvidi laŭ la vojo de planada kaj politika realigo. Intertempe la intenco de la registaro estas konvinki la publikon akcepti la politikon; sed ĝi neglektis fronti iujn ripetiĝantajn problemojn kiuj malhelpas atingon de tia celo, tiel damaĝante la edukajn kaj publikajn sektorojn. Tiu ĉi artikolo rigardas al la dinamiko de lingvopolitiko kaj lingvoplanado en Niĝerio kaj klarigas kial la registaro devas parigi retorikon kun agado, atentante la ĉefajn demandojn kiuj obstaklas la realigon de multlingva edukado tra la lando por plibonigi evoluigon.
