It is not responsible for the fact that the occurrence Please, (come in) means that these words have been uttered; this meaning fundamentally belongs to the "mimic" (rather than plainly linguistic) use of Please, come in. In She was tired, it seemed, the assertion of She was tired doesn't reproduce the fact that these words were uttered, but that (apparently) she was tired.
