The origins and early developments of the UN Training Program for Interpreters and Translators in Beijing

This paper fills the missing the link in the research on the history of interpreter and translator training in the P. R. China. After the restoration of China’s seat in the United Nations on October 25, 1971, the UN Secretariat suggested, as early as in 1972, to the P. R. C. Permanent Mission in New York, that a training course be established to train interpreters and translators. But it was not until 1979 that the UN Training Program for Interpreters and Translators (译训班) was established at Beijing Foreign Studies University. What happened during the period of 1972–1978 and how the first cohort of students were recruited and trained remain, to a large extent, unexplored areas. By combining newly-discovered historical materials and interviews with former staff members and students of the program, this paper presents details about the preparatory work carried out in mid-1970s that laid the foundations for the establishment of the program, the month-long negotiations between Chinese and the UN representatives in 1978 that led to the founding of the program, as well as the recruitment and training of the first cohort of students.

Cet article comble une lacune dans la recherche sur l’histoire de la formation des interprètes et des traducteurs en République populaire de Chine. Après le rétablissement du siège de la Chine aux Nations Unies, le 25 octobre 1971, le secrétariat de l’ONU a suggéré, dès 1972, à la mission permanente de la République populaire de Chine à New York de créer un cours de formation pour interprètes et traducteurs. Mais ce n’est qu’en 1979 que le programme de formation des interprètes et traducteurs de l’ONU (译训班) a été créé à l’Université des Études étrangères de Beijing (BFSU). L’histoire de ce qui s’est passé pendant la période de 1972 à 1978 et de la façon dont le premier groupe d’étudiants a été recruté et formé demeure inexplorée dans une large mesure. En combinant des documents historiques nouvellement découverts et des entretiens avec d’anciens membres du personnel et des étudiants du programme, cet article fournit des détails sur les travaux préparatoires qui ont été effectués au milieu des années 1970 et qui ont jeté les bases de la création du programme, sur les mois de négociations entre les représentants chinois et ceux des Nations Unies en 1978, qui ont abouti au lancement du programme, ainsi que sur le recrutement et la formation du premier groupe d’étudiants.
